I had thought until seeing this table that the Bush administration's delay of an appropriate response to global warming was its worst blunder, even outweighing the disastrous war in Iraq and the feeble economic policy. However, weakening the treaty system for arms control with the Russian Federation (which is currently limited to 1,700-2,200 nuclear warheads) may be even worse, given the degree to which Bush administration policies have both strengthened and angered Russia.
