There is a good article by Patrick Di Justo on Salon.com about the 1976 debacle when the Ford administration over reacted to an outbreak of swine flu (limited to one military base) and spent a ton of money immunizing tens of millions of people against a flu that never appeared, thereby assuring that Ford would lose the 1976 election to Jimmy Carter.
