From Famine to Food Security: Meeting the Challenge in the Horn of Africa



It is good to see Secretary of State Clinton providing this talk at the International Food Policy Research Institute. I suppose it was written for her (by a committee) and thus provides a broad overview of the U.S. policy on food aid for the Horn of Africa. It is a very strong presentation, focusing not only on emergency relief, but also on the long term problem of food security for the region. The fact that this talk is given at such a high political level is indicative of a high priority to the problem given by the Obama administration. The fact that it is given at IFPRI shows a support for that organization, for the CGIAR and indeed for a multinational approach to the problem of food security, one which also involves the private sector.
